Bug: 2.3.05 Dept Supply

Using 2.3.05 (not the B release)

I have an underperforming chicken factory, and for some reason one of the processing depts is getting no supply.
Stock is at 0 and utilisation at 2%, even though the overall demand for the factory is outstripping supply

As a sidenote, how come processing depts don't show utilisation as a graphical bar anymore.
I'm sure they used to?

Just as a follow up..

If you load the save game I attached, then remove the link highlighted below, it allows the processing dept to start functioning properly
I would consider this a bug
