Can't make an offer on shares

I've recently noticed this and not sure why it happens. Some companies, you don't appear to be given the option to make an offer to buy shares of other owners? It's 2026 and I own 35% of a company. Want to won more but don't even have an option to make an offer to other shareholders. Is this working as intended and if so, how does that come about?

EDIT - Now none of the shares are available I can now make offers. Is it once all stock are bought up?

Indeed. When there's stock available on the public market then there's no need t make an offer to a private investor for their shares because you can freely and easily obtained the shares you want, however if you want more then what's available then you buy what you can on the public market, and then begin seeking out willing private investors.

IRL example:
If you wanted to buy shares in Dell computers (currently private), there's no stocks on the exchanges for this company so you would need to seek out a private investor in Dell and make him an offer for his shares.

If you wanted to buy stock in Apple, you buy the amount you want on the exchange without having to reach out to a private investors because there's no need to.

Acquiring shares from private owners is usually more expensive.
