I've used :

Target product quality rating=85, 80



New Game and the target is '1'.......not sure if that is correct or me not understanding what the '1' means?

It shows 0 because your company hasn't produced any products yet. The goal will be clearer once you have launched some products into the market.

Basically it means that 80% of the products need to have a quality of at least 85.

So if you have 10 products on the market, then 8 of them will need to have a quality of 85 and the target will be displayed as 8. Right now you have zero so I think all you will need is just 1 product (I think it rounds up).

yes, yes understand that. My question was why is there a '1' under target at the start of a new game

It needs to be at least one, otherwise the goal is achieved on day one if it is zero.
