Cannot load scripts where cities are not defined

Cannot load scripts where cities are not defined
When I run the attached script I get this error when I load the game:
This is because I didn't define any cities. But I should not need to define any cities, normally the cities are just generated automatically.

This bug has been fixed. Please download the new Closed Beta version 11.1.01.
