two parts, but same principle mate.
a) you can move roles within a company, but only some capacity remains.
for instance, you can shift a CTO into a COO role and let them manage an R&D facility still. (not so for a CMO to a CTO from what I have seen)
b) a product experience carries to those who manage a site. So if a CTO has a jewellery specialty, well, they will research a mean silver necklace, but they won't carry the retail experience of a COO to sell that necklace in a jewellery store.
It's all down to the skills of the manager, and as much as they build the factory capacity or pace of R&D, they can't carry an increase in skills that haven't been trained.
You could make a good farmer, for example, build up a level 3 wheat (inherent ability) to a level 7 and then switch out the manager for some reason and drop back to a level 4.
