Based on the error message, the game was not able to allocate the memory it needed.
Please be informed that even if your computer shows available free physical memory (RAM), a game may fail to allocate a small block of memory (like 1.8MB in your case) due to Memory Fragmentation: your available physical memory may be scattered in thousands of tiny, non-contiguous pieces throughout your RAM. If the game needs a contiguous (unbroken) 1.8MB block and cannot find one, the allocation fails, even if the total sum of free pieces is much larger.
I noticed that your game includes 15 cities, a large number of competitors, and the Real World Mod, which adds many product types that consume additional memory. You also have the talent size set to 300%.
Together, these settings require a significant amount of memory. I recommend starting a game with fewer cities and AI competitors, and resetting the talent size to 100%.
You may also try closing other Windows apps or restarting Windows before launching Capitalism Lab.
