When does this kick in if you already have clients? I thought at the end of the month but it's not, they are still able to purchase from me.

Existing clients remain supplied. Internal sales is only to prevent new clients.

You got 2 rather simple solutions:

-Just cut the link from manufacturing units to sales. This'll cut the supply to them, but also to your stores, which you can put back on without a problem.

-Another way is to raise the price at which you're selling the products, thus forcing the clients to look for other suppliers.

You can also use a warehouse to artificially create a higher demand than supply and only you can buy from your warehouse, AI will usually drop their purchase once there is a shortage. Or the other way around, you started with purchasing from your factory set at internal sale in the first place, and set a higher price at the warehouse without internal sales for AIs to gain more profit (and more stable supply thus AIs won't drop their purchase, and changing the price easily)
