Is this a new bug? - Some industry ports have no import

After I update my game to the latest version, I found that the seventh city has no industry import when I start a new user-defined script game, which worked well before the update. The industry seaports are there, but with no item in them.

There is some randomness in the way items in seaports are generated. I would suggest that you create a few new games and see if there are any differences.
