Population decline fix mod

The population decline issue with complex cities in Capitalism II was fairly irritating so I eliminated it. Recessions work as before but the bias for population growth is much greater. Theoretically you could still see cities falling below 500k population but it's not likely, even in the distant future.
The population fix mod has been tested for 500 or so in-game years and should not exhibit any problems.

Installation
========
1. Requires a 1.08c installation of Capitalism II.
2. Take a copy of your old Cap2.exe for safe keeping as the mod overwrites the existing one.
3. Replace the Cap2.exe in your Capitalism II directory with the new one from the download and make sure it overwrites it.

Multiplayer
========
All players must have the same Cap2 executable or the game will de-synchronize fairly quickly.
