Question: DLCs continuous development?

The dev team seems to be working on "Multiple" DLC which leads me to ask will they continue to develop and implement features for each indivual DLC after release in addition to improvements to the core game and/or maybe porting select features from DLC to the core game over time?

If there will be continuous update to the DLC will it be free after purchase or would they be say $5.99 for Subsidiary DLC + Financial Actions. Just want to see where development for the "Core" game and DLCs are headed and what's the vision for the game in the upcoming year?
