Allow Build of Apartments/Commercial Buildings Off Road

As the title suggests, I would like the feature to build apartments/commerical buildings without the need for them to be next to a road. Instead perhaps they should be required to be either next to a road or next to another building that has access to the road.

Basically it would make them like R&D buildings that can be placed anywhere.

I'd like for this change to be made, so I can better utilize the "inner city" and would allow for the creation of neighbor hoods when using modified apartments (i.e. House and Parks mod)
