Sorry for double post, I wasn't able to upload the script I am using for some reason so here it is.
I just start the game, do nothing, fast forward time and the error appears after a short while, so for this reason I don't think a save is required.

I have tested a lot and it seems the game does not support 15 cities anymore?
I have been able to play the game with 10 cities, as it is recommended in the scripting guide, for a while without problems.
This is new because I played the game with 15 cities for a very long time without issues.
I am not 100% sure the error is solved, but so far it hasn't happened.
So anyway, I hope this helps and I hope a patch will make it so I can play with 15 cities and the mods and DLCs I have like before.
