-What game version are u using?
-do you have dlc enabled
-do you have any mods enabled (name + modversion)

please upload a save game, i can try to reproduce your problem.

That's weird. I thougth that i already added the savegame to the previous message. I just noticed the the .sav extension is not allowed. After I zipped, the file was to big (it's 20 mb). Download link to savefile:

I have downloaded your save game and tested it with v4.4.28 and I was able to merge them without any errors.

Please download v4.4.28 patch and see if it works for you.
