Issue on setting up stock-focused subsidiary in 5.0.10

Dear David,

I would like to report an issue on setting up stock-focused subsidiary in 5.0.10. Basically, I set up a private subsidiary and only allow the CEO to expand in stock. And the CEO has a very high score on stock investment. But after a few years, he/she didn't do anything.

But for a subsidiary which I recently took control, I changed its expansion strategy and it can easily change to "Strategy: stock-focused" and works perfectly.

I think there is some bug on the subsidiary setup then, could you look it over? I attached the save game file. You can compare "Stock Bug" company and "Stock No Bug" company". Thanks a lot!!
