Glitch: public subsidiaries cannot set up investor relation department if parent is private

Dear David,

I would like to report a small glitch I found, not sure it is a bug or developers do it intentionally.

I found that if my own company is private, then my public subsidiaries cannot set up investor relation department in the headquarter.
And if I let my own company go public, then the subsidiary can set up investor relation.
I didn't attach save file here, since it is so easy to reproduce. Please let me know if I need to do so.
