A slider for "More Talents" for games using mods

In the next version, the "More Talents" option on the new game setting menu will be presented as a slider if the game is using a mod. This allows you to set it up to a maximum of 500% more talents for the new game, which is especially useful when you are playing a mod with lots of product types.
