umm... can't build in city center?

sorry, i'm not finding out how. at startup in city economic i can't build in the city center. everything's purple'd out and i can't place a retail or build anything at all in it. is there a guide for 'city economic dlc' which i haven't found yet? thanks.

You should be able to build a retail store in a purple zone. If the problem persists, you may send me your save game file and I will check it for you.

thanks, david. i restarted the game this morning and i can now build on purple. haven't a clue, but glad it's working.
