What does City Hall do?

Hi all, this my first post. I've been managing some cities and have been having trouble getting a high Quality of Life rating while keeping a healthy budget. I've been wondering if the City Hall does something like make operating expenses lower, or else why have them at all? The City Hall interface shows a demand/supply bar--where is the demand coming from?

In the latest patch v5.6.24, we have added City Hall into the city Quality of Life's Cultural component.
