Bug in 1.952

The last silica mine was just exhausted, what can I do if I want to build a new silica mine in this situation as shown in the picture, especially the land next to the mine is owned by other players and there is no other silica to be used?

The next patch will have code changes for preventing AI from building anything next to natural resources. In other words, within the +1 radius of a natural resource site, the AI will not build anything there.
