Would that be possible to make it at least 2 AI companies Focus on OS?

Each game there is only one AI OS company if Player don't build one, I was wondering if there would be some methods to make it at least 2 AI companies Focus on OS by the beginning of the game?

I've read the script guide and tried one as below:

[HEADER]
Title=My Skill
Description=Train My Skills.
Survival Mode=No

[ENVIRONMENT]
Your Start-up Capital Amount=400
Macro Economy Realism=Low

[COMPETITORS]
AI Product Expertise=Operating System，2

[DIGITAL AGE DLC]
Max AI software and Internet Companies=High
Max AI OS Companies=2

But except the Start-up Capital part the rest seems doesn't work . There is still ONLY ONE OS expertise AI in the game ,and except him no AI will build OS even after 10 years in game.

I'm not good at script so if there is an mistake pls correct me, and if there is any way to make it at least 2 OS AI companies pls help me ~ thanks.
