Production Customization Cannot been enabled

Hi folks，

I have an issue when playing the digital age DLC.

The game seems have no production customization feature, even with the correct game option enabled. And I tried twice with different game options, seems still not working.
Would you please help to check the issue? Thanks.

By the way, my release is 6.4.12 Release with the four DLC enabled.

Don't you need a 6.5.xx version to play with Banking DLC to begin with?

Production customization is enabled in digital age DLC and subsidiary DLC.

Please try opening the Manufacturer Guide in its normal mode (press F1 key) instead of opening it from a factory for the purpose of setting up a layout plan.
