Cannot hire people with computer expertise

I do not know where to post this but is this normal behavior? I have restarted my game 3 times trying to hire a computer expert for my subsidiary and figured it was just random that every computer expert was not hire able until the 3rd time which I started thinking it was very strange because I can hire anyone else that is not a expert in computers. So I made a script to make 100 AI persons experts in computer and I cannot hire any of them. Is this supposed to work like this?

Yes, it is intended. It is one of those tweaks in the Digital Age DLC for improving the gameplay balance.
