In the game, the airport building does not seem to have a useful function, but at the same time it takes up space on the map. In his MOD, Arcnor transferred him to the store and allowed him to sell various goods, including airplanes and tickets. This is a good idea, but there are drawbacks - AI can build several airports next to each other and in the very center of the city, which is not entirely plausible. Also, with high overhead costs, AI simply loses money and it is difficult for it to get into a positive balance.
The proposal is as follows
The airport can be a public company with a large capitalization, the shares at the start of the game are owned either by the city or by venture capitalists. A player or an AI company can buy and sell these shares. The income comes from the sale of air tickets. No more than 1 airport per city. Boom and bust cycles in a city have a direct impact on income.
Additional features (difficult option):
lease of space for shops (for example, the building has 3 floors and the player owns 33% of the company's shares), in this case the player occupies one floor and can sell 4 goods, or rent the floor to another company.
The ability to advertise your company, further increasing brand awareness.
You can try something similar with sports facilities. In the game, they only have expenses and have no direct ability to generate cash flow. It can look like a completely random simulation of a football season or a tennis or golf championship. During the championship, the consumption of drinks or sports paraphernalia may increase in the city for several months a year.
Add new features for the airport and some other social buildings

Like this idea. This could open doors for more stores like restaurant or fast food?
