生存模式bug

大卫，你好！
我是来自金融之路玩家交流QQ群的jiuliumuliao，反应一个生存模式的bug，在生存模式下，当开启真实货币供给时，设立的子公司IPO或者发行债券的金额可以突破公众投资者资金池的限制。（如截图，公众资金池不到300万，却可以发行600万面额债券。）

Hi Jiuliumuliao, this will be improved in the next patch v7.1.06.
