I think its chief technical officer's job. If he won't do this, so, what does he do? I don't want to pay for one more director:) Right now, I need chief technical officer only for Radical R&D. Also, CTO has to regulate scientists' salary (in R&D centers), support their loyalty on, for example, 80 points. I saw one post somewhere about it, but David just advised to change game settings (to put "Talent system" on "Greatly simplified"). But its not interesting. If its profitable business, I will spend on R&D much more, other companies will try to "headhunt" these scientists. But if there is no competitors - I won't spend on R&D centers more money than they need.
