Addition for the "create a city" objective

It is possible to have the handicap of having a limited number of cities. The trouble is, when you click on the objective, there's nothing to warn you that this isn't possible.

It would be nice to have a message to warn you and to be able to choose another series of objectives.

Could you please explain this suggestion in more detail? I don't quite understand it.

In fact, I re-tested what I did.

I selected the objective "create a city".

A member of my party became mayor of a town.

I can't create new towns

The goal cannot be achieved.

I suppose if there is a limit to the city count then the objective should be disabled entirely or perhaps the city limit should be increased automatically.

I loaded your savegame and tested it. I was able to create a new city. Please see the attached screenshots.

What message did you get when you tried to create a new city?
