Manage researcher loyalty

There should be a button to press to set research team lead's salaries to what they should be for 80 loyalty (or 80.01, I guess).

I can't think of a reason to have additional options, but if they're desired I don't see why they shouldn't be added. Maybe a button for 100 loyalty?

By the way, what happened to the negative raises anyway? It's way too easy to overshoot salaries now, and there's no real recourse available if you do any longer.
