How to invent a Tech?

Using the 1st scenerio from Digital DLC.

How do you 'invent a tech', if that is possible?

I thought it would be through R&D (Tech).
My Tech is 'zero'...how do you increase that.

I wanted to 'invent ' Computer OS'....do I have to wait for the AI to invent it first?

For computer OS, you need a software firm (or 4) and put tech functional units into it, then you can hire team leads and research each of the 3 computer OS techs. There's Computer OS Core, Computer OS Display, and Computer OS Input. You need each of those 3 techs to be above 30, and then you need a project management and a project programming unit, select the management unit and click the button for new project. Computer OS is first on the list.

Just to add-on to this if you need to research internet related tech (like E-Commerce or Search Engines), you need an R&D Centre, but one that researches Tech instead of Product Tech. More details here:
