new cities get no talents, ever?

So I am playing survival mode.

I am doing something wrong? No matter how many cities I create, they all have only one person of each talent. So you can only do the 8 slots helping center one layout in the first city.

Also after you run out of people in the first city, everyone is screwed.

takes quite ome time to gain a 2nd talent, itssame like founding a new city it ll be with 0 talents seems about 1 talent a year once you got the education buildings up n running (schools and university) without university you aint gaining talents

My understanding is that you need to build up the population and education levels quite a bit before you can get more talents, but yes it does take quite a while and a lot of effort to do this.
